הערכה מקדמית (ex ante evaluation) בוחנת, מנתחת ומעריכה הצעות ורעיונות לתכניות התערבות, לקביעת מדיניות, לביצוע מהלכים ולהשקת פרויקטים. מושאים אלה עשויים ללבוש צורות שונות – החל ממחשבות ראשוניות ולא מגובשות, דרך הצעה לא בשלה ועד לתכנית מגובשת. ההערכה מתקיימת לפני שהפעילות המוערכת ננקטת ולפני שנוצרו התחייבויות לגביה . בהערכה המקדמית אנו שואלים שתי שאלות: א. מה ניתן לדעת מראש על היתרונות והחסרונות ועל הסיכונים והסיכויים של מושאים אלה בעודם "על הנייר" מבלי שהתנסינו בהם?
